I stumbled upon it once. I forgot the link. I have to revisit it.
I think that number is referring to this chart from the link above, if the debt level goes up another 17 some ofd percent we will hit 30% which is the limit to trigger the haircut event.
I'm nowhere near financially smart enough to know anything about all that 😆
