Never underestimate the moves of people who also have not developed emotional intelligence and interpersonal skills or are not sufficiently fluent in a particular language: they may not know there is a problem.

I couldn't agree more. They definitely may not know it is a problem.
It's a valid perspective. Yet, we should still try to discourage this trend.
I look at this in the reverse: encourage what you want to see. People's development is where they are at the moment, but what is watered and nurtured will grow. People will learn emotional intelligence only when being treated with emotional intelligence.
