That's also common in most Mediterranean areas. They are neutered; but checked by a vet every once in a while and fed by random people. In some places (I've seen it in Spain, Malta and Cyprus), you first need to apply at the city council to obtain a feeding permission, though.

Over here, it's weird that it's against the law to feed pigeons, but there's no regulation that prevents us from feeding cats, lol.
