That's a very good observation but with what I saw myself. It not a stagnant or moving water gutter unless if there is a rainfall and yes. If there will be rainfall they won't go out to sell. So. It a government made gutter nothing like already stagnant water for mosquitoes, flies etc. And also the Second reason I thought is that anybody with a vehicle may hit them if they move an inch to the main roadside.
