Thanks, @nathen007. I'm glad you have taken such an interest in this paper. At the time, lots of projects were being bundled together for funding purposes. However, different project teams, operating independently, did not interact with each other. I was involved in the CBAs for the projects in these bundles. I could see the relationships between some of these projects and how they potentially affected each other. To evaluate them in isolation would lead to a misrepresentation of the true costs and benefits of several projects.
This bundle of projects provided us with an ideal opportunity to attempt to evaluate projects based on their worth to the program as a whole. The paper was an extension of some of this work. I was not paid any additional money for this paper as it was considered just part of my work as a permanent Government employee.
