In agreement with your proposal and according to all the comments I have read, they are in favor of what is stated in your post. If you notice, sometimes, that time span is decreased to the first 10 minutes of publication. Some posts, which are just published, are voted with full power. This leads to think that sometimes it is not the quality or the length that influences the voting. It is a mechanical voting in order to receive a better percentage. Perhaps if the time was increased, we curators could have more time to review the posts.

That was before the HF was mentioned, but maybe you are referring to auto votes? That is also an issue. Many vote automatically. There are a few projects that do it manually.
