Nowadays this is the general economic situation in my country (in Hungary). Our coldest month is usually the February. The temperature can go below -20 °C. Rarely even below -30 °C. The lowest was -35 °C so far. This was on 1940.02.16 on Görömbölytapolca (Miskolctapolca since 1950).
