After removing business guide melor6 from system, and attempting again with local-change-set to handle such situations, rewards were sent.
I guess @starkerz need to update @melor6 username to something else.
I am assuming, it could be a typo & correct-user-name might be melor9 but let's wait for @starkerz to correct this.
