It's some kind of wrangling device. I have seen them occasionally at other explores. A thing of the past.
It's a mangle :) I've never had to use one.
Mangles were used to squeeze the water our of fabrics/clothes after they had been washed in a tub by hand - you feed them through the small gap in the rollers. Washing machines were not so common before the 70s because a lot of people in the UK simply couldn't afford them
