I think the city isn't trying anything because they still will retain the top position whether they score a goal or not but Arsenal are supposed to do something because they are actually at a low position and 10th position precisely.

Arsenal teams have actually been doing really poor and so not much was expected of them than to improve even though they don't make a score but it is obvious they were not ready to make a change.
