Water has always been very mysterious to us.
We die inside of it, it’s dark, we cannot move fast.
Deep water is naturally scary for us. Therefore, we create monsters living there so we have excuses to not go there.

Maybe in the distant past that was the case, but let's face it there are monsters down there! Big ugly ones that will happily eat us given the chance. I do agree with you in part although I think there may be more to it.
