What I took it to mean was that they choice to be forced to work, as in they did not stand up and fight. Sort of like today we choose to be ruled by the government, but we are forced to comply with those rules, but we still don't have to. So was being a slave a choice? I would say yes, but it was the wiser choice at the time as the other alternative was to fight and die.
