In Nepal, 90 percent of the cigarette packets use warnings. 85% in India and Thailand, 80% in Sri Lanka, and cigarette packets in Indonesia and various types of tobacco cover, up to 40% of the pictorial health warnings are being used.
In Bangladesh according to the Revised Tobacco Control Act of 2013 and the regulations made in 2015, Tobacco companies have the obligation to use cigarette packets and various tobacco packaging to 50 percent of the pictorial health warnings. In the absence of this, there is a matter of taking punitive measures against the companies. To fully implement this issue, the tobacco companies were given time till March 19 this year. But most companies do not adhere to it. As a result, various health and anti-tobacco organizations such as National Heart Foundation, Confederation, Hope, Adhunik, Humanitarian, Ugni, Tabinaz, Ahsania Mission, Anti Tobacco Media Alliance, Work for Better Bangladesh, Border, BCCI etc. Human activities and programs were organized.The purpose of the organization's programs was to force tobacco companies to publish health warningsThere is no other unknown about the various physical health complications of cancer, such as cancer, heart disease, stroke, respiration and foot crushing and use of smokeless tobacco jarda and sampada. In terms of the use of tobacco in Bangladesh, 43 percent of smokers are here. The rate of smokeless tobacco users is 28% and male 26% share. Cigarette has 45% male and female 1.5%. In Bangladesh every year about one million people die due to tobacco. Besides, 3 to 4 lakh people suffer from the disadvantages and inefficiencies due to the use of tobacco products.
From a global perspective, tobacco causes 60 lakh deaths every year. Of which 6 lakh indirect deaths due to smoking. If the use of tobacco is unregulated, by 2030 this number will rise to 8 million in the world every year. 80 percent of which will be in lower and mid-income countries. According to the World Health Organization, copper is responsible for the creation of more than 50 substances in cancer. For these reasons it is important to prevent the use of tobacco. Therefore, the theme of this year's World Health Organization can play an important role in the formation of a disease-free healthy society by blocking aggressive campaigns and promotional activities of tobacco companies.
In order to afford the poor families, they have to spend much of their time in the family. Because of the consumption of poor smokers' income, consumption of food, education and health care, etc. is also in the face of adversity. As well as being sick due to tobacco use, medical expenses are an additional burden for them and absence of workplace leads to increased pressure on family income. Since single techniques for tobacco control are not fully effective, in addition to pictorial health warnings, in addition to taxation rates should be kept effective. According to the World Health Organization, tobacco consumption is reduced by 4 percent in developed countries after taxing 10 percent tax on tobacco. On the other hand, the use of tobacco in the middle and lower income countries is about 8 percent. Therefore, if taxing more taxes on tobacco, the poor people will be more benefited, which will later be helpful in improving their socio-economic conditions.
In fact, tax structure on tobacco is four-level in Bangladesh. Minimum 40% and maximum 60%. 20% to 25% subject to supplementary tax filter on bidi. In the previous budget, it was said to fix 1% health development surcharges on all types of imported and locally produced tobacco products. It is a commendable initiative in the budget, and if it is implemented in the public interest, then it will be found to be able to determine the surcharge at higher rates and implement the initiative to spend it in the medical sector.
We must keep in mind that tobacco companies are quite tactical. They hold people's well-being and participate in tree plantation programs, health care through health camps, special education programs and special education programs. The main objective of these programs is to increase tobacco market and sales. In addition to pictorial warnings and taxes imposed, these anti-tobacco initiatives will bring benefits if companies stop these programs.
The role of Bangladesh in anti-tobacco activities is praised by the world scale. As well as government activities, various organizations are also working as auxiliary power. The significant step in the history of anti-tobacco movement in the country is the amendment to the law made in 2005 that came into effect in April 2013 and after the amendment the rules were formulated in 2015.
