I actually find people who retaliate being blacklisted and identified as a spammer/plagiarist frequently will flag resteems but I am not sure if it is done on purpose or ignorance that they are not my own posts.

Malicious flagging (flags out of revenge and not a disagreement of rewards or trying to cleaning the community) generally don't follow any rules.
