I strongly disagree. The literacy of most individuals need only be at the "Civics" level (History, Economics, Law, Philosophy). However, government(property tax paid) schoolteachers will not provide this education, because they have a legal conflict of interest in doing so (they are paid by property taxes, so they will not teach the subjects that teach how to resist property taxes).
