And more, the masses don't have time and skills to make decisions on all daily activities. There is a gap between rhetoric, theory and reality of a society. So why the number of accounts increased but not the number of posts and votes?

There are two key elements to decentralized decision making:
Each individual gets to take direct action to effect change
Each individual is exposed to the risk of profit and loss as a result of their action

Steemit babies being born everyday
Some can write, some not.
But none die.
That's the eternal life miracle of the blockchain.
