I'd love to see the evidence for that. I'm pretty sure it is unsubstantiated, right up there with Trump's trumped up "no go zones". However I'm with you that this is a ridiculous idea. Plus can you imagine why happens if someone crazy enough to want to forcibly rape someone would come across such a device?
