Achieving UHC, DGHS aims ensure a designated doctor for every family to provide comprehensive healthcare for the members through DRG led General Practice (GP) system with financial protection mechanism. To introduce •a GP System • , both in rural & urban area theinitiatives that will be taken are: contractual recruitment of the providers,PaYment on capitation & service provision so that families can choose or change GP 6 monthly etc.
Ensuring financing from tax revenue and social insurance through co-paymentfor promotive, preventive, curative, referral & rehabilitative care including mental healthcare, compensation deduction in failure of certain service provision or target and fee exemption for priority population groups will be integral part of such system.
Initiatives will also include full integration with Community Clinics, home visit services, andvertical programs through multipurpose health volunteers, and introducing Mandatory electronic health cardmanaged by digital health system with strong monitoring & accountability.

Current challenges are identifiedin the health system:

❑ Problems in doctors' placement, retention & compliance in distant, rural, remote & hard to reach ap.
❑ Health facilities do not run efficiently
Resource allocation is faulty.
❑ Providers' remuneration does not depend on performance.
❑ Private practice deviates attention of doctors from primary job.

❑ Higher DRG rates for non_lucrative placements.
❑ Providers will get regular salary. But will also receive top up incentive from a fraction of DRG_ receipts based on criteria.
❑ Preference for full time job. Private practice optional.
❑ Patient incentives for referral.
❑ Gate-keeping function.
❑ Financial protection for every citizen
❑ UHC does not encourage direct payment.
❑ Citizens' healthcare to be largely protected through tax revenue & social health insurance. ❑ Nominal co-payment will be required.
❑ Un-insured & unregistered individuals will have to buy health service on the spot.
❑ Gate-keeping function to streamline referral. ❑ Strong well-coordinated emergency health service.

Mainstreaming the privateproviders in healthcare will provide people freedom to choose:

❑ Opportunity for universal access to healthcare
❑ Increased healthcare demand
❑ Government will buy health service for citizens from private healthcare providers
❑ This system will improve competition & quality
Patients will find freedom of choice .
As government doctors will earn enough in government facilities as a result private sector Will solely time doctors & staffs
