Mammals and fishes
Whales aren't fishes, they are marine mammals. Sorry. The largest extant fish is the whale shark, with a maximum known lenght of 12,65 meters and a weight of 21,5 tons. On the first foto, source: Wikipedia.
I feel 2 mm today
The world's smallest fish depends on the measurement used.
Based on minimum standard length at maturity the main contenders are Paedocypris progenetica where females can reach it at 7.9 mm (0.31 in), the stout infantfish (Schindleria brevipinguis) where females reach it at 7 mm (0.28 in) and males at 6.5 mm (0.26 in), and Photocorynus spiniceps where males can reach it at 6.2 mm (0.24 in), but are attached to the far larger females. Nooooo.... I don' want to be attached to any far larger female, pleeeeease.....
Ugly creatures
Very difficult to say which one is the ugliest fish on Earth, there are real sickening horrible species. I recommend you to make a Google search, images only, with the words "ugliest fish". Here One example from Wikipedia again:
The Sloane's viperfish can make nightly migrations from bathypelagic depths to near surface waters.
Then, I don't want to swim in any near surface waters anymore...
