Does this mean "ruling elite" will not want vaccines that alter genetic material in various ways? No. Bill Gates even talks about how vaccines might be the key to loweri g earths population...then follows this up recently with a warning that genetically alterted viruses might kill more people than any other threat to humanity. Sooo which motive does he have? Both! Like any smart businessman (who isnt also an empathetic human being).
