As for making these definitions up, hardly. Any thinking being can figure out what is lawful and what is not just by asking if an action causes some form of harm to another or not. This is what is referred to by the statement that ignorance of the law is no excuse.
If it is absurd for me to decide what is legal/lawful and which acts constitute a crime and which do not (and I agree, it is absurd) then it is absurd for anyone, or any group of someones, to do the same whether they call themselves a mafia, a congress, or anything else.
As for advice, I'm not certain what advice I'm giving here. Simply looks like some things to think about.
