You get steem by providing content to the platform. Make some original interesting posts, be creative and post about things that interest you and you are passionate about. Look around for minnow support projects and stay with it and you will grow here it just takes time. People will not pay attention if you just say "please give me steem" provide any valuable content such as original pictures, stories, opinions on popular subjects. Just stay away from plagiarism. Please don't be offended I am just trying to help. I am pretty new here myself.
