Yes when your Steem Power is low it is difficult to get things going. Some of us bought Steem when it was very low in cost. Buying Steem and Powering it up is one way. Others just keep plugging away and it slowly builds up. The best way is to find areas of interest and keep commenting on other people's posts. Quality comments can generate steempower and steem dollars.
Always upvote posts you like even if you do not have the power. I try and upvote each persons comment on my posts. The amount depends on how much of my power I have used up for a 24 hour period.
Review the section "introducing yourself". When you feel comfortable write a short introduction. I waited maybe a month because I was trying to figure things out. I see some people will go back and do another introduction as they become familiar with Steemit. Doing an introduction does help others to get to know you. There is no wrong way to do an introduction, at least in my opinion.
If you can find something of interest you can post it.
Sometimes what I post does not show much income such as my original post for this thread. I do earn money but a small amount, but then on each comment and upvote I do I earn more money, especially when I get a lot of comments and upvotes. Do not get discouraged...there are a lot of people who do not have a lot of Steempower. I always tell people that they need to enjoy themselves first and in time the followers will come your way and earnings will grow.
