I reckon if downvotes were equal, then folks wouldn't mind @berniesanders dropping flags from all his alts on them.

And maybe wouldn't quit posting good content as a result.

Also, that would then require that several accounts flagged before the post was crushed, and the author discouraged. When you have several people flagging, there is generally a common cause, and rather than just being seen as bullying, such flags would be seen as what you advocate, feedback.

Equally weighted VP, or weighted based on a refined, non-gamable rep, would do this just fine.

And, it would end the mining of the rewards pool, and the concentration of rewards in the accounts of the miners. Maybe then retention would increase, as ~11% is dismal.
