If someone has been working their ass off on steemit ( let's say that's how you become a whale), and want to take it a little easy for some time and hence delegate some of their SP.
Will it be fair to consider them a minnow..
I think it will be because they have offered out all of their SP. Maybe they used MinnowBooster and are making a lot of $ each day from their delegation. Their vote is still only worth a minnow's vote.
