"Fratti's case" is the most loud scandal connected with kidnapping of kids abroad during last 20 years.
The woman Nadezhda Fratti, an Italian due to the origin and Russian due to the place of living, managed to sell about 600 orphans to Italy in period from 1993 till 2000.
This case shocks both by its processing and the result.
Is it possible that the woman who sold kids abroad was not in prison for many years?
It appeared that YES. It's possible.
None of guilty people of this case are in prison now. And they never were there.
Unbelievable.
According to the verdict Fratti and her three assistants - former inspector of the regional public education committee Valentina Gerusova, head doctor of the children's home in the regional center Antonina Tekucheva, director of the district orphanage in Volgograd Tatyana Chaplina - were found guilty.
Italian citizen Nadezhda Fratti, found guilty under the articles "giving bribes and forgery of documents", was sentenced to seven years of suspended imprisonment with five years of residence at her last place of residence - in the city of Volzhsky in the Volgograd region.
Her assistants were found guilty of accepting bribes and were also sentenced to seven years of suspended imprisonment with a four-year deferment of execution.
The head doctor of the orphanage in the regional center of Mikhaylovka Antonina Tekucheva was sentenced to three years of suspended sentence for accepting bribes.
Fratti's accomplices helped her select children and access the orphan database. She was also given blank forms with seals from the institutions they headed.
Fratti subsequently forged official documents to speed up the adoption process. The Italian-Russian citizen paid quite generously for the services rendered. Chaplina, Tekucheva and Gerusova repeatedly flew to Italy at her expense.
Fratti herself, according to the investigation, received $2,500 for each child sent abroad.
During the preliminary investigation, the attention of law enforcement agencies was drawn to court employees who made decisions on the adoption of orphans. Cases were accepted for proceedings with an expired socio-psychological report on the examination of Italian families, decisions of Italian courts on the possibility of being adoptive parents.
In addition, decisions on adoption were made in the absence of direct adoptive parents. It is noteworthy that the investigation established that some of the judges also visited Italy.
However, none of them were brought to criminal responsibility.
The main defendant, Russian and Italian citizen Nadezhda Fratti, was solving a crossword puzzle while the verdict was being read.
