Children is the mandate of God which is the responsibility of every parent to educate, nurture and make them the next generation who know its existence as a servant of God who must serve to him and as khalifah fil ardhi who must give benefit to others. The child still desperately needs guidance for both parents. He has a soul that is pure and brilliant if he is from childhood well accustomed, educated and trained continuously, so that he grows and develops into a good child as well. On the contrary, if he is accustomed to doing bad, he will get used to bad deeds and make him wretched.
Children learn from their lives. It is like Dorothy Law Nolte (1998: vi) in Children Learn what They Live; Parenting to Inspire Values ​​which states:

If the child feels accepted in life, he will learn to love himself
· If the child is recognized in his life, he will learn to have a purpose in life

· If the child is given generosity and consideration, he will learn to respect
· If the child is feeling at ease in his life, he will learn to believe in himself and the people around him
· If a child is raised with affection in his life, he will learn to find love in life and realize this world is a pleasant place to live

According to data released by UNICEF in 1995, it is known that over the past decade, nearly 2 million children have died, and 4-5 million disabled children are alive by war. In some countries, such as Uganda, Myanmar, Ethiopia, Afghanistan and Guatemala, children are made combatants (Combat) with compulsory conscription. It all happens due to the awesomeness of war machines produced by industrialized countries, which ultimately bring suffering not only in the short term, but also result in the long term concerning the future of nation and state development. Likewise, in countries that are safe, who do not experience armed conflict, violations of children's rights have occurred due to economic development, such as child labor, street children, child prostitution), kidnapping and child trafficking, violation and turtling of children. (UNICEF Report, 1999: 2).

Formulation of the problem
From the description presented in the background, it can be formulated the problems that will be studied in this research: "How is the effort taken to overcome the problem of protection against child abuse in human rights review?"

Getting protection is the right of every child and the realization of protection for children means the realization of justice in a society. This assumption is reinforced by the opinion of Age cited by Gosita (1996: 1), who has stated appropriately that "protecting children essentially protects family, society, nation and state in the future".
From the phrase it appears that the importance of the protection of children for the sake of the future of a community, both the smallest community is the family, and the largest community is the state. That is, by seeking the protection of the children of these communities not only has uphold the rights of children, but also at the same time investing for their lives in the future. Here, it can be said there has been a symbiotic mutualism between the two.

Conclusion

  From the description presented in the discussion, an important conclusion can be made: the efforts made to overcome the problem of protection against child abuse can be done through 2 forms, namely: 1) through legal reform; it is the first time by way of transforming the legal paradigm that became the spirit of legal reform effort. Spirit to reform the law is based on the paradigm of a child-centered approach based on the right approach, 2) Through parental alignment, teachers as educators, the community and the government in providing and realizing the best life for the expected child as a potential, resilient, nationwide successor of nationalism imbued with noble character and Pancasila value, and strong will to maintain unity and unity of nation and state.
