I believe, as reported in various media, in the US there have been some laws started, usually by a victim, to prevent a particular crime happening.
Start a Richq11 bill to get the existing law changed, bring in open court cases, raise the level of proof, etc.

What law? There is no "law" that permits this. Its just a legislative act. No, better yet. Start taking all the funds from the group pool them together and get lobbyists to do the bidding.
