You DO know that a cat can easily strangle itself when put in a plastic bag? Besides even if you supervised that scene for the whole time, I think it is really cruel. Of course a pet has to be punished sometimes. For my cats usually a risen finger and a loud shout at them is more than enough.

To be honest, your cat does not look like she was in panic and she seems young. Younger cats often handle such situations better due to their curious and playful nature. So maybe it was not too cruel for -her- in this situation.
I assume I just had all those images of cats in panic and struggling to break free from something they don't understand in my mind when I saw this. And we really can not be too sure how much an animal understands.
