Mengele was just a party hack. He was a wannabe geneticist...you have to remember genetics at that time was in it's infancy, phrenology was considered legitimate science...and half assed surgeon. He was fixated on twins. Rudin was really the brains behind the whole mind control, eugenics thing. He provided the psychological framework for Goebbels' propaganda. He was really quite brilliant...evil and completely immoral/unethical, but brilliant.
