I think there's definitely some godlike power a being or just the universe itself is intelligent because the % for the universe to exist as we know it is lower than possibility of humans to travel across the whole universe ( Its REALLY LOW).
As for the moral I think is build like that by humans and their feelings for example no one likes the feeling to being raped so the humans decided that this is not a good thing therefore is created the moral against it.
