That flower is called daylilies. The Daylilies grow easily and spread quickly despite their delicate appearance. Their trumpet-shape bloom grows on top of a tall, leafless stem.

I'm afraid this is not a day lily! :) It appears to be a type of trumpet flower, perhaps 'Gold Star'. And it's likely been left on the side of the road because parts of it are poisonous. Leave it there where it can be admired by passers by and find something better for your garden, especially if you have children or animals.
