Can EOS be used to create decentralised health care

Hi,

I cam across idea of decentralisation in health care. The logic is simply stated, that smaller organisations, properly structured and steered, are inherently more agile and accountable than are larger organisations. In a world where large organisations control wide swaths of both public and private sector activity, the possibility of establishing more locally operated, locally responsible institutions, holds out great attraction.

Given the strength of this idea, I thought why not to create based on EOS decentralised health care! However it is a difficult concept to pin down, the blockchain technology have the biggest potential to address this issue.

The evidence regarding the ability of decentralization to achieve its objectives is complex and ambiguous (see below objectives). There are several likely explanations for this result, including decentralization’s complicated character, the strong role of context, and a lack of clarity regarding the definition and measurement of the concept.

Objectives for dec. health care:

-To improve technical efficiency

-To increase allocative efficiency

-To empower local governments

-To increase the innovation of service delivery

-To increase accountability

-To increase quality of health services

To increase equity

All this sounds familiar and remind me the objectives of EOS. I think we should start seriously think about changing existing systems of health care and rethink it right now based on the current technologies and correct me if I am wrong but EOS for me looks like the perfect system to base it on.
