How much can I get from a hypothetical flagging pool? If I can't get at least 10% per year of my account value, there's no point because I can run a bot that would pay me more for selling flags.
That's why I am saying isolated, one for normal votes - that you can earn curation. And second for flags to divide STEEM equally. Right now there are groups of whales, who makes random posts and upvote themselves to earn thousands a day. Current rules promote these groups so they continue that.
BTW. @inertia 9.5% is the hypothetical yearly inflation value for STEEM, so earning 10% a year is even worse than on bank accounts :D
