US residents are not allowed to purchase tokens through the ICO, but they can get them through any one of several exchanges. And once they have the tokens, registering them is simple. http://support.exodus.io/article/65-i-ve-received-eos-tokens-in-exodus-how-do-i-register-them
Do you mean the ICO token sale?
No. When it's time to register the tokens to the EOS blockchain. I think after June all EOS not registered will be worthless.

I know that part i already have EOS tokens. But I think around June everyone has to register their EOS coins to the EOS blockchain. Coins that are not registered on the blockchain will be obsolete.
