This isn't something I would expect in Germany. But it's great if the authorities actually take note of these issues and rectify this. In my country this is a common sight and unfortunately the educated indulge in such behaviour as much as anyone else.
Lack of recycling centres and proper processes makes it worse here.
In your case, does the administration actually respond to emails/msgs in terms of something actionable?

Unfortunately, the image Germany is presenting from itself in the world is often brighter than reality. I remember students from Singapore who were so shocked about all the garbage on the streets of Hamburg, that they could stop making photos from it ...
The other bad thing is that none of the political parties replied to my e-mail.
Probably in the next elections I will vote for any very small party who still values every single voice it can get and thus takes complaints of the citizens more seriously.
Of course I believe you that the situation in India is even worse ... It seems we humans are a real plague for the planet. :-(
