In India today, blockchain is extremely visible and highly talked about at various levels of bureaucracy and government departments. The interest and drive come from the very top itself from the PM of India, Mr. Narendra Modi, who is an ardent believer of this technology that can help improve governance and create a positive and sustainable impact The Indian Government’s agenda for adoption, advocacy and thought leadership is being anchored by
NITI( National Institute of Transformation of India) Aayog, a tech-savvy and forward-thinking department of Indian Govt that replaced the erstwhile Planning Commission of India.

Given the stable political climate in the country, a keenness to adopt the latest and best technology and a genuine effort by the likes of NITI Aayog places and in an ideal position to look at blockchain aggressively. India will also have the benefit of learning from the other governments on the route taken to adopt and integrate blockchain In governance It also makes sense for a country like India to double down on blockchain, given the size of the country and a bulging middle class, whose demand for efficiency, transparency and good governance is on the rise.
India has always had silos of data that seldom talked to one another. These multiple data repositories with their own custom security and protocols have been in place for over seventy years now. While the government is making a concerted effort to bring some uniformity to all these data repositories and structures, there is a lot of scope for transforming the system.

Blockchain is uniquely positioned to service this need as it brings trust inherently into the system by making it into the protocol itself and thus removes the human element from most, if not all, decision making processes The result is‘ a complete» objective process that is efficient and nimble.

What is GOVchain01? What is the basic concept and the real-life use cases of the Eleven01’s GOVChain01?

Data is becoming more and more important for any entity including governments. A country the size of India cannot just rely on blockchain technology built in other countries. Several private companies in various countries are building their own homegrown blockchain protocols, which is the base platform on which a multitude of blockchain applications in those countries are built. Eventually, all governments will either re-use or re-purpose their home-grown protocols and make it their country’s Intellectual Property for building the blockchain framework This is going to be an essential and evolutionary stage for mass blockchain adoption. GovChainO1 build as a special implementation of Eleven01 will address local data and privacy needs of the Indian citizens.

As shown in Figure 2, GovChain01 is a common ledger where all data specific to a citizen of India or an entity resides. As a person is born an entry is created on the chain along with the person‘s unique decentralized identity. This identity can be Aadhaar or can have a link to Aadhaar. As the person grows up, his or her education profile, health data. employment data, social data, benefits information, etc. are all built on the ledger. While some data is public and accessible by government authorities, a person has the capability to selectively share his or her information with third parties in a safe and time bound manner. At any point in time. a person’s complete profile is available on the chain and only those who need to access that data will be able to see it using Eleven01s inherent privacy feature of secure by-default actions.
Similar to a person’s data, an entity’s information can also be stored on GovChainO1 as a private permissioned implementation of Eleven01 protocol.The obvious question that arises immediately is the extent of disruption the implementation of GovChain01 causes on the existing government systems. To offset or minimize the rework Or re-engineering required and to ensure there is not a sea change in the way people enter data into the systems, GovChain01 is designed to be largely a back end process. Government employees will continue using the systems they are familiar with When an event triggers that require an update on the ledger, a backend process kicks of handling the process of entering the transaction on GovChain01.
The following figure shows how an existing government process can be re-imagined with little behavioral change to support GovChain01 Needless to say, this requires careful thought and scrutiny before guidelines on what events and when and how they should be entered on the blockchain can be published.

SOME Real life Use Cases of GovChain01
RTAChainO1
A Different RTAs (Regional Transport Authorities) can share data seamlessly with one another.
When a vehicle moves from one state to another, that information is automatically transferred to the RTA in the new state along with the lifetime road tax information, so that the owner of the vehicle need not run around to get the No Objection Certificates and pay tax again in the new state.
Smart contracts on the chain can treat commercial vehicles and private vehicles differently and produce tax payment requests to the owners of the fleet wherever applicable. It is not just road tax; ownership details of vehicles too can be tracked using this ledger. All this data will be available to GovChain01 so that other departments can access the data as needed. For instance, the pollution control board can get details of all the diesel vehicles plying in India that are over 15 years old and a smart contract can automatically impose more stringent tax brackets on such vehicles.
EduChain01
The Indian education sector’s data can be stored on a shared ledger that only the intended participants have access to. For instance, a person can own his or her data including certificates, course completion status, etc.This data is ratified by the institutions that provide these certificates Anyone who needs access to a person’ s verified certificates can view it on the ledger -upon explicit approval from the person This access can be revoked later. This removes the long-standing issues of forgery, unnecessary wastage of paper in physical copies of the certificates and finally, removing the need for an officer to attest the genuineness 7 of a certified copy.
The EduChain01 can integrate with the EduChainO1 discussed above to provide a unified profile for a person who is applying for a job. Background verification is no longer required as all the data the experience profile and the educational qualifications of a person can be made available on GovChainO1.
