I think the government acts like a school bully. If you do as you are told, the bully will go easy on you. If you don't do as the bully says, be prepared for consequences.

Right or wrong, good or bad is mostly irrelevant. The government just needs to create the perception that if you disobey them you are bad and therefore should be punished.
