Its always funny when North Korea start talking about using nuclear weapons on other countries. The only result of all that talk is feeding the western rhetoric.
I don't know if the Star Wars program was a bluff that led to the fall of the Soviet Union, or a working system at the time that Reagan started talking about it.

The whole debacle that started between Ukraine and Russia has close relations with the possibility of placing elements of it on Ukrainian soil.
Russia didn't like that :)
In that context, North Korea's nuclear weapons program doesn't sound that serious.
On the other hand, a lot of big players want a slice from that country and its rich mineral resources. China would like some, the west would like some (through democratic elections and free markets of course ;) )
We could only wait and see what their end game is.
