This must be a Justin Trudeau special operation. Sorta like when he said 'If you kill your enemies, they win.' This would be more like 'If you can make your enemies hate you, they lose.'

Well in your interpretation it would be useful for the government to see who can see through the deception, not so much trick anyone into hating them per se. For this instance it's similar to what we've all seen before where creating a buzz about something has caused certain groups to hate certain other groups even more, by validating their distrust of the group talked about if the article or story turns out to be less than truthful.
