Nope, no payment needed to upload. However just like before, if your video doesn't get enough money to cover the cost of keeping it up, you will have to pay in the future (but most of the time, you will get enough money from upvotes to cover the costs for quite a while.)
Files are hosted by IPFSStore which is $0.044 USD/Gigabyte/month. So with your average 100 MB or so video file it would cost about $0.003771 to make sure the file is stored for 1 month. That would be $0.045252 a year.
So you would have to pay that out of pocket if you don't get enough money from upvotes but you likely won't have to with how low cost it is, even a few upvotes should cover a decent amount.
EDIT: BTW 10% of the 25% tax goes to covering the storage costs so you don't have to for a while.
I am confused, its is the same charge that @heimindanger says? "It is free to use, but 25% beneficiary rewards...basically like a tax ..." Please, explain all the charges that DTube is going to take from my "piece of pie"... in my case won't be too much about $1 :)
10% of that 25% goes to paying for the video hosting, the rest (I'm assuming here, not sure) goes to DTube's devs to make the site better.
You only have to pay IPFSStore yourself If that 10% of your video is no longer enough to cover it months down the line but you want to make sure the video stays up (and you don't have to pay, you can just let the video die out also).
Also this isn't even considering that the payment is only to "pin" the file which guarantees the file won't be deleted even if nobody views it. If people do watch it and their IPFS node/server/PC stays online, it could stay up for a bit longer even without the pin.
So tl;dr: Yes, it comes out of the 25% they mentioned and paying extra to keep the video up after X months is optional.
It's not fair to think that way and say that 25% for early development is too much. Let's remember that this is a big turning point, that there is a person who is exploiting the cryptocurrena and to all of us creators a great value and satisfaction from this.

I think the beneficiary reward 25% is too much for authors. No fair! 25% tax :(
