I know we are in Beta here at Steemit, but I hope they can step up at fixing the serious buffering problem that many of us experience on D Tube. However I do manage to get through some of the videos it can be frustrating!

DTube is a different application than Steemit with a different team of developers, both apps connect to the same blockchain (STEEM) but they only share the text content not images or video. However, DTube is also Beta software and you are correct in pointing out that sometimes there are buffering issues for the reasons that @schrosct mentioned (which has more to do with the connection to the IPFS nodes to your local computer than with the DTube software).
They use IPFS as a backend. People can help by running their own IPFS node and caching the videos to their node. This should increase the robustness of the file. Currently they seem to rely on public gateways for serving videos to the general public which can be unreliable since they don't control them.
I try to watch each video through my node so that it can help others.
Edit: For example only 3 machines hold the source video and 4 hold the 420p as of right now. I'm one of each of those.

Click on the IPFS link, it's accessing the file on Dtube's file system directly.
