Interesting, today I heard Da Hongfei of NEO and Patrick Dai of QTUM say that they didn't think was temporary in China. Because of the vague wording of the law they thought it would be a long long time before Exchanges or ICO's returned to China. They did point out that the current law did allow private ICO fundraising but that ICO's couldn't market to the general public. Like you said in the video they could use VPN's and just be careful.
What was more telling was that Dai stated that most of the companies are just going to open up in other, more friendly, countries. For example, he said QTUM will be opening a Denver, Colorado office this year. It will be interesing.
