The city of london was created in 1215 and written in to law by the magna carta, clause 13, The city of London shall enjoy all its ancient liberties and free customs, both by land and by water. We also will and grant that all other cities, boroughs, towns, and ports shall enjoy all their liberties and free customs. notice the word ancient only applies to city of london! clause 12 No 'scutage' or 'aid' may be levied in our kingdom without its general consent, unless it is for the ransom of our person, to make our eldest son a knight, and (once) to marry our eldest daughter. For these purposes only a reasonable 'aid' may be levied. 'Aids' from the city of London are to be treated similarly.notice the important word scutage ie, taxes! that is why the corporate banks there pay none but they may pay aid in other ways? they have no liabilities to anyone of thing outside there jurisdiction as they are only governed by there ancient customs and liberties given to them by there anglo saxon kings right back to alfred the great which is common law! the first lord mayor ( an alderman which is anglo saxon) of london was at the very signing of the mc1215 at runnymede hes name was william hardel and was the only anglo saxon baron out of the 25 who attended king john marking hes seal on the document the other 24 where norman, even today all new lord mayors have to be aldermen, you could say the city is beyond the rule of parliament, and i think you could be right? but you know they have there own man the remembrancer who sits alongside the speaker to remind them who is perhaps really in charge? sorry for the long comment and lack of paragraphs dont know how do this without hitting return? i have my own theory that as to do with the battle of hastings on how this all came about and why? anyways hope you read this maneco64 and it helps you to join a few dots as well as it did me cheers :)

@andrewskelton I have read it all and have found it fascinating. The City of London Corporation as you said is an independent sovereign entity. Notice how the Lord Mayor even stands one step above the Queen in one of the photos in the article from the Daily Mail. http://www.dailymail.co.uk/news/article-2310618/Off-head-Queen-comes-cropper-Lord-Mayor-swings-sword-dangerously-close-monarch.html
yes indeed maneco64, i noticed he kept his Baselard under his gown out of sight unlike one of his predecessors william walworth who did not and run the peoples champion wat tyler through at smithfield's during the peasants revolt.
