There's no incentive to pay anymore, aint no way I'm paying 30 steem for the upgrade of 1 building. 3 changes that you should consider are:

  1. Buildings should not give their bonus until their construction is completed, likewise, units should only be available once their crafting time is completed.
  2. add a production boost consumable you can buy to increase production by a certain percentage. The cost should be relatively cheap, let's say 0.5 steem per 25% up to a maximum of 100% for 24 hours with a delay of a 12-24 hours between use. (that bonus should go in the same category as the operation center bonus as to not count towards daily reward)
  3. Add a crafting speed bonus consumable with similar costs/benefits.
