3 decimals is in line with the Steem user experience (UX), making it easier for members to adopt. You are correct, if in the future there's a need for more decimals, or the community requests to go to 2; we can call another vote (after weighing the pros/cons of course).

All changes to our SCOT settings that affect JAHM Token or the ReggaeSteem rewards pool will be announced and voted for as long as it's not an emergency that needs to be done within less than 7 days.
