i have a question, if i send you 1 sbd i will get a 1$ upvote? or that depends on the post??

i ask because i saw this

Example: Make a great post and send me 10 STEEM with link to it in the MEMO field and I will upvote it up to where people can see it when my vote-power is 100%

so if i make a high quality post, and it is actually good if i send you 10 steem i might have a chance to get a upvote worth more than 10$ ?
