I don't know there can be any hard and fast amounts... as it will change with STEEM's rapid inflation.

At present, I'd consider
20k - 100k = "Dolphin"
100k + = "Whale"

Maybe it should be judged in USD worth?

It's an interesting question... maybe you should pose it to the wider community in a Post?
