I’ve had no issue streaming with a 3000 bitrate. I think this is something on your end.

A bit of a shameless plug, but I actually made a video going over the settings I normally use - though I have pushed it up further as of late. I'll probably update this video, as it was made quickly to share with someone else looking to optimize the stream and I'm constantly experimenting anyway. :)
