There's only a few sets of heirloom gear.

Prot pally wants the strength plate set, any of the strength 1-handed weapons (mace, axe, sword), and the strength shield.

Mage or Lock wants the intellect cloth set WITHOUT spirit, and the 2-handed intellect staff.

You can buy these either with gold in Undercity/Ironforge OR with Darkmoon Faire tickets at the DMF. There are also some slots that can only be filled with items you get from the Guild vendor. To get them you need to be in a guild that has achieved the necessary milestone/achievement, AND that character buying them needs to have sufficient guild rep.

Note that the base heirlooms only level with your character up to level 60, to upgrade them to the longer-usefulness versions you need a consumable item bought from those same vendors. There's 4 consumables at the vendor: one for armor and one for weapons, for both the level 90 upgrade and the level 100 upgrade.

The upgrade consumable is applied to the master button for an heirloom in the heirloom collection's window. When you do so, all copies of that specific heirloom on all your characters will be automatically upgraded to match.

The level 90 upgrade (one per master heirloom button you want to upgrade) costs more than the initial price of the heirloom, almost double. But for 30 more levels of usefulness, it's kinda worth it if you can afford it.

The level 100 upgrade costs more than the price of the level 90 upgrade, nearly double again. For that much, for just 10 levels of usefulness, it's rather pointless for most people unless they have tons of gold to burn.
